How do you know that it actually took into account the link removal and this isn't still just shuffling around, since the update hasn't settled yet? Just a thought.

If it were me I would've waited until everything had settled down.

The update seems to have settled for me. I'm not really seeing any more shuffling and the sites are still back.
 
The only thing I did with these sites after they were hit was getting them off a blog network and adding content. Feels good!

I believe I have figured this out. The algorithm is swift and brutal. Remove the offense and you bounce right back. Do not get back on the blog networks. they are probably banned. You need to optimize your target pages with the Money Phrases in the Title, Meta Description & Meta Keywords (yes these count) H1 to H6 (if you have them). Get new links with the Money Phrases "nested" (ex: for "payday loan" try: "best payday loan service", "get fast payday loan approvals", etc...) and make sure you pass CopyScape.

Google is so full of sh*t about quality content. I have a 1 page site that ranks for an extremely competitive term. What is happening is a lot of the strong sites got nuked. The weaker ones are bubbling to the top. Do what I am doing and it is so f**king easy to rank in this new algorithm. And the nice thing is that it is swift. You can rank quickly.

If Google is true to what they are saying, how in the world would a 1 page site qualify as quality content?
