This can only work, if you're hundred percent sure, that you haven't linked those accounts together in any way (not just by personal data, but ips, cookies etc), so like if they were legit accounts of 2 different person. And with PayPal even in that case, you can't be sure, anything can go sideways, they have pretty advanced algorithms in place to catch things like this.
Account age, trust also plays a role and even with a legit account, you can get limited when withdrawing, but with a legit account, you can lift the limits easily in most cases.
There are a few simple rules for withdrawing:
- don't withdraw the money right away you got it, wait a bit, maybe even a few days
- don't withdraw all the balance at once especially if it's a bigger amount
- don't ever withdraw to zero balance, leave something for PayPal especially if you do selling, possible refunds need to be covered
If you follow these rules, you can minimize the chance to get limited when withdrawing, but then again, what the others said, more than likely PayPal will catch you anyway.
Maybe it would be a better idea to buy something with the money and flip it either locally or on the net.
