By website if you mean it generates some steady income and traffic for last 6 months at least then I will opt for the website.
Although depending on the income I will bargain/negotiate the price too.
If the website doesn't have steady traffic and income for minimum 6 months I won't touch it.
I would also like to mention if that $1K domain is to be used as a money site then it's ok.
But if it is to be used for linkbuilding like PBN, Guest Post etc I will prefer to go with 3 separate domains totaling around the $1k budget.

It depends on your business goals, budget and the stage of your online presence. If you are starting from scratch, a website may be more suitable.

I wish you had provided further information about website like traffic and articles, etc.
However if I have to answer your question, then I will select the website any day because the domain merely doesn't hold any value without the content.
This depends on your budget and needs. I would go for a Website. Because without functionality and content there is no value.
