OP, if those "short-head" (lol) keywords are not competitive they can definitely rank, but I don't think that there are many 2-word / 3-word keywords left in any niche that could rank on their own if not targeted by on-page SEO. But with good on-page SEO, enough topical relevancy and good links those keywords can definitely rank

if the article has on-page SEO done to it (which I assume that it would, otherwise there's no point in publishing content that you can't rank), is on a good site and gets enough good backlinks to it then yes, it can rank and I already said this in my 1st reply to you.
