I think he means few words keywords, the opposite of long tails. If long tails keywords means keywords with a lot of words in them, then short-head would probably mean keywords with few words in them (1-3 words probably)
OP, if those "short-head" (lol) keywords are not competitive they can definitely rank, but I don't think that there are many 2-word / 3-word keywords left in any niche that could rank on their own if not targeted by on-page SEO. But with good on-page SEO, enough topical relevancy and good links those keywords can definitely rank

As per your thoughts, 2 to 3 words is the short head, he won't rank his main keywords with that he can use only abbreviation kind of that
So let's wait for OP's explanation of why they call short-head keywords.

You need to consider a few factors like- The competition on that keyword, the relevancy of websites ranking for that keyword, the backlink profile of the ranking websites, and the type of content.
Even beating a low DA/PA informative site that is built on a particular informative niche will be more difficult than beating a high DA/PA website that writes on various topics in the same niche.

I mean short head keyword same as short tail keyword, like dog training, running shoes etc.
If good quality article in high DR blog, can have good organic traffic, can it makes that short tail keyword on article page have good SERP results?

if the article has on-page SEO done to it (which I assume that it would, otherwise there's no point in publishing content that you can't rank), is on a good site and gets enough good backlinks to it then yes, it can rank and I already said this in my 1st reply to you. Why do you think that it wouldn't it rank?? It's just another piece of content that has a link inside of it, nothing wrong / suspicious about it

My purpose is to use the high DR guest blogging ability to do original articles on tier 1 baclinks.
