1 GB VPS using unverified PayPal or VCC

Hi Everyone
I was suffering from bad and slow host I took On Digitalocean I was using 512MB and the web site was loading in 16 to 47 seconds I upgrade to 1GB but with same result ..
I have unverified PayPal account with different name and country .
As you know some merchants required register name and country the same which is impossible to me .
I tried BurstNET and they ask the same and more (form signature ..etc)
If you know any good VPS provider not required that much of verification please replay .thanks

Unverified paypal should not be a problem as long as you have ID proof.
Multiple companies do accept unverified paypal but as ID or address proof

The Paypal Account is not in my name and not in same country ..
It's happenedbefore with HostGator they Suspend my account after two days because account information different from Paypal information . and they hold My payment (70$) for 12 Days long story ..
Same boring story happened with BurstNET they take the money and not bother themselves send me Email ask for verification .
Currently I take Shared host form Hawk Host (using VCC )to make my site run again .
But I still thinking on VPS specially the site will grow up and Shared host will be not enough .
