I think he was just hyping up his seo services and he got banned for trying to sale outside of bst.

1) His username smells something bad
2) His threads
3) Asking to mail him the keywords to his email in the giveaway.

No, that is just what I think. I concluded that as someone mentioned OP was giving away links and this shows how successful they are so he must be selling afterwards, not sure though.
