I don't think it's a "strategy" I think it's just a way of using a platform and being well... sociable.. problem is the ROI on it. Which is the biggest issue with all social platforms if you ask me.

It works, but it is time consuming. It even works on YouTube (leave a comment on new videos for your keyword) and it definitely works on Quora.
