Many people are doing this for ages and it has always been working with the right tricks,
It does work for competitive keywords/niches as well if you manage to get the right content & links,
The whole trick is about being creative and getting something that would get along the main google algos & scaling with it

In this method, he should be creating and using landing pages as a method to reach a targeted audience, and this approach really looks interesting. It's a shame that we can't see his tweet now, but I will try to look it up manually, just want to know which tactics exactly did he use.
