Do you have a legitimate office address or business address for each website/set of keywords or have access to a friend/family's address that you can share?
If you do, setup a google places listing and optimise it and you'll rank for those keywords + places listing
Being overseas I haven't dealt with namecheap, but a few friends a couple of years ago started using them as a cheaper alternative and I don't recall them having any problems with their hosting..

I'd invest the money back into attracting new clients. $4k in terms of online marketing/PPC probably won't go far. I'd suggest emailing/contacting new clients, spend the money on newsletters/letters/emails/calls etc
