You're not able to create a new facebook account, and then use it for ads. Account has to be aged and with real social activity to be able to do ads. Please search up how to farm ad accounts, or purchase them farmed from various different services.

Tried that aswell now. Problem must be within EU. Tried VISA cards and Mastercards now. I just don't understand if it's for whole EU, then Facebook should address the issue for the customers or they will get a huge amounts of tickets about it / lose money.
