Reddit. There's endless numbers of subreddits for this kind of stuff that draw millions of views a month. This is generally done for OnlyFans but should work just as well for Instagram.

AffiliateWP is good if you're on WordPress. There's a bunch of alternatives to it as well and they generally allow you to set payout delays, payout in store credits vs. cash, automate payouts etc. without taking a cut of your profits.

Use a crowdsourcing site like Microworkers. You need phone verification done and that will allow you to do it cheaply using workers with real IPS and phone numbers around the world.

The upvotes system also has very little correlation with actual ranking of an answer, which makes it a lot less gameable than something like Reddit.
