I think you need some stable authoritative backlinks, I have had somehing similar going on bu once I got some homepage links, rankings have settled down ever since.

These are all estimates based upon previous month searches and in no way guarantee extact volume of traffic in future.

Since you are targeting a low competition keyword, build some manual backlinks but focus more upon generic/bare url anchor texts. Build a few links and see what impact it has on your serps. If you see positive movements, carry on with what you are doing.
