I'm wondering if this would affect rating and/or count as duplicate content: if website/page is for example "5 great graphic design programs" and you post those 5 programs there with description to them copied to the letter from the official websites

Paid for SEO service but a guy messed up. Instead of relevant keyword backlinks I got 250 not relevant backlinks with a dumb anchor text. They haven't been indexed yet. The guy gave a refund and won't do anything about it. Is there anyway to fix this? The website is new.
