Visiting BHW today from a proxy because I get the "403 Forbidden" screen. What's going on? Is Vietnam now blocking BHW or is BHW banning this IP range?

Currently I'm redirected some traffic based on the country using JavaScript (maxmind script). The problem is that some people will block the script by default. Is there a way to do this in a way that can't be bypassed that easily (php, CPanel configuration, ..)? Thanks a lot!
