How to Redirect Traffic Based on Country

Currently I'm redirected some traffic based on the country using JavaScript (maxmind script). The problem is that some people will block the script by default. Is there a way to do this in a way that can't be bypassed that easily (php, CPanel configuration, ..)? Thanks a lot!
