So I just found out about Google Custom Audiences where you can target users based on their Google search history and websites that they've visited. This could be a game-changer for YouTube ads which previously had poor audience targeting capabilities. Has anyone used this?

A bunch of site's rankings recently moved around for one of my target keywords. These changes show up on Edge, my mobile Chrome app, and an incognito Chrome tab, but they don't show up in normal Chrome even after deleting cache and cookies. Does anyone know what could be going on?
