It is probably Mayday update... Google is penalizing your blogs because they don't have many value for visitors. Try to add more UNIQUE content and do some link building.
Darren always shares great pieces of advice. Blogger here who are mostly interested in autoblogging, should read his blog and follow his guidelines - it would help them make more money and also make internet better place...
Setup the URL channels in Adsense and after a month or so you'll see which website brings in money... There is no need to change code on your websites.

I'm affraid there is nothing to do about it but it is really unusual to have a site banned for duplicate content. Are you sure this is a reason? Are you even sure you are banned?
I would open more Blogger accounts(max. 100 blogs per acc...) and ad the ads on the blogs in the moment they are built. You should also do the RSS submittion...

Of course there is way but it is much easier with UK IP... It seems pretty obvious why do you rank better in global than in local...
My local traffic has increased for 150% when I moved to local server. You should consider getting on UK server.

I suggest you not to bother too much with directory submitions. There are few good tools but they are all quite expensive. I don't think there is a free and good tool...
Be careful with "1000+ links in one day" offers. Link building is longterm process which should look natural. It is better to build 30 links every day for 30 days than 1000 links in one day.
