Quality score.. your cpc and quality score determine your ads position. Usually each ads start on the lower position, but as the time goes, your QS will be calculated by google and it can raise your ads rank / position..

first, if the ads running in the same time then its bad, and Google will ban it, but if you run it one at a time, change your ads a bit and open from different pc, then its fine. btw, your qs will be affected each time you change your account...in a bad way

you can rent a virtual office. I use this kind of strategy, 7 months now, everything ok. I dont know when google will catch up tho, then on the google places page, hide your address and tick the option " you travel to your costumer " thing.

in a way, its the same, citation is backlink in google places, but, citation not have to be a link back, as long as it contain your Business name, phone number and address, its already a citation

well, its sometimes like that, then it will reverse back. Maybe they are experimenting on something but again so far, it always come back :)
