What exactly happens if PayPal rejects your documents (such as ssn card or photo id)?

I have a friend that about a month ago made a paypal and uploaded a random ssn picture to verify it but deleted the account right (prior to PayPal reviewing it) after cause they realized it was a bad idea. What are the chances they get in trouble for this? Thanks in advance (account was made on...
