There is a spammer on my website and he constantly changes IP addresses every second to spam. But if you look at his IP address, it goes over 300 - which is invalid as IP addresses range from 0 to 255. One of his IP addresses was: 114.22.394.361 Wtf is going on? How is this possible?

I just came across this site and was wondering how he hosts videos? I guess he's using picasa to upload videos, and then using youtube's API? But how does the auth code created by google not expire (cause he needs a direct source url)? Here's a link to show you what I'm talking about...
