Most clippers make money by getting explicit permission from the original creators or by heavily editing the videos with their own voiceover, fast cuts, and extra effects so YouTube sees it as fresh content.
There is the MrBeast platform and other clipping platforms that pay you for creating cuts or edits of their content better than adsense (and they are not going to claim you)
Yes clips channels can be monetized but simply re-uploading content or making minor edits usually is not enough. Successful clippers typically add commentary voice-over analysis or significant original editing. There no guaranteed way to bypass copyright strikes making the content genuinely transformative or obtaining proper permission/licensing is the safest approach.
In the past, before YouTube cracked down on re-uploaded content, many people did this to make money. However, YouTube has since implemented strict new policies regarding this practice and violators risk having their accounts permanently terminated.
it is really hard to get monetized with just raw clips because youtube is super strict with their reused content policy. the clippers who actualy make money usually add a ton of heavy editing, custom graphics, or an original voiceover to make it transformative. if you just crop a podcast and add automated captions, you will get hit with content id claims or rejected during the partner program review
