Every social network has enough traffic even if you have a low budget. There is not the "best", you should try every source, every method (liking, mass dm, mass comment, short vids, posting, etc) and automate the most successful source. Automation is the most important thing.

If you have some money for tests, study how to cloak and track traffic and try buying native/tiser ads - it's much more better long-term as a business.
