Yes it works…

we have been working for some arabic websites rankings and the english guest posts has helped us a lot.

For backlinks what we focus on is relevancy, which matters more than the language itself. I'd suggest you to go with 60% Arabic relevant backlinks and 40% quality English contextual links as a starting mix to test.

And don't forget to check your referring domain traffic, topical relevancy, anchor diversity, and target SEO for the backlinks u r planning.

Some PBNs may increase DR, but you must not use if you are have a new domain. Mainly focusing on DR 4 to DR 20 doesn't automatically means more organic traffic.

P.S You need to track your Arabic keyword rankings and GSC clicks instead. Don't focus on DR.

And is it saudi arabia, UAE or MENA because that too determines a lot?

Yes, English guest posts can help an Arabic website, but make sure the content the relevant to the site. If the linking sites are related to your niche and have real traffic, it might be an additional benefit, even if the content is in English.

I tried it, not with arabic but a foreign language on an eng website. It works perfectly, just make sure your anchor is good.

I once took it to the extreme and tested a foreign anchor inside an eng article (just for the lolz) and it wasn't an issue.

yes, language of the linking page matters less than relevance and whether it stays indexed. one thing since you mentioned ahrefs rank.. that number moves with link volume not quality, a few guest posts barely touch it. where ive seen DR climb it was a support layer of automated links under the pages linking to the site. for actual traffic track the arabic keywords in GSC and ignore the DR
