Why are some pages indexed but rarely getting any impressions?

gsc queries per page first. most indexed pages with no impressions just dont match any query people type. the few that do get impressions and no clicks are the ones worth pushing, i point a few links at those and leave the rest

Indexed pages lack impressions when nobody searches for their topics it competitor Rank higher. First, verify if people search for your keywords and if your content is better than top results.

Indexed just means google kept a copy, it does not mean it rates the page enough to show it to anyone. Usually it is one of two things, either the terms the page goes after barely get searched, or another page on the same site covers the same intent so only one of them ever gets served.

First thing i would pull is the query report for a handful of those pages. If they are picking up impressions on odd terms nobody searches for, the targeting was off rather than the quality.

I have been looking at a few sites where Google has indexed hundreds of pages, but a large percentage of them barely receive impressions at all. The pages aren't necessarily broken or low quality, so I'm wondering what usually causes this gap between being indexed and actually getting visibility.

What do you normally investigate first in this situation?
I think, a page is indexed doesn't mean it will get traffic. I check the search intent first, then see if the page has enough internal links and if another page is covering the same topic.

Firstly i would check the search intent even if a page is indexed it may have very few impressions if there is not any demand or it fails to meet user searches i would also consider how many internal links it has and whether the page actually relates to the primary themes on the website.

There is either a lack of search demand, a flaw in internal link equity, or you are facing keyword cannibalization.

I would look at how similar those pages are to each other, because pages with almost the same content may not get much visibility.

because those pages are not ranking on good keywrods, remember in seo keywords are more important, if a page is not optmized with write keyword then it will not be beneficial and use less after just getting indexed

I'd first check whether those pages target relevant keywords with enough search demand and match the search intent. I'd also review their average positions in Search Console and check for keyword cannibalization or weak internal linking.
Yeah, I would do that as well. I would also analyze pages which compete for the same search queries, because cannibalization can silently undermine good content as well.
