Best way to run 5000 IG accs?

scaling at that level with iphones is near impossible due to the costs of it. instead invest in android phones, or phone boxes which come with newer devices. new devices is must as instagram has cracked down lots of phone farms using samsung s10, s9 devices. each phone box can cary 15-20 phones. each phone can have 20 clones. 1 clone - 1 acct. you will need 20-25 phone boxes to hit your targets. add slowly dont buy altogether. take 4-6 months. assess and proceed assess and proceed

With 20 Phones you can manage 5 Accounts/Phone which is 100 Accounts easily without worrying about blocks or bans.

Look at buying second hand android phones, If you want to manage 5K Accounts it will definately cost you $$$$ to setup and $$$ a Month to maintain it which includes software costs, Electricity, Phones wear and tear. This is suggestable when you can make money out of it.

If buying phones is being too expensive look into a cheaper device setup that can handle multiple accounts without stressing the budget.
