From what I have seen,titles and thumbnails still matter a lot.even a good video can struggle if people do not click on it.

I would not consider seo just by tags and keyword usage. it is about having the specific search intent matched with a video that fulfills that particular search intent and then having sufficient retention to get continued recommendations after the click through. shorts can aid in discovery, but i would create a long form channel for sustainiability.

Shorts would be the discovery channel and long form is the asset. The gud thing about videos is that they will continues to get more traffic even when there are no more efforts going into promoting them.

I focused on long term videos and it sucks on the other hand I also tried shorts and I got better response.
 
I don’t think YouTube SEO is as effective as it used to be. Instead, focusing on short-form videos can help a channel grow much faster.
 
YouTube SEO is definitely not dead. Titles and thumbnails still matter a lot, but nowadays viewer retention and satisfaction matter more than stuffing keywords everywhere.
