At what point do you give up on a page?

I give a page 1to 2 months after improvements. If traffic, ranking and engagement stay flat, I consider updating, merging, redirecting or removing it.Everyone talks about optimizing pages, but nobody talks about when its time to stop. How long do you give a page before deciding it's not worth improving anymore?
