In my opinion, video is the best format, but the question is in which vertical you are working. Over time, I have seen that it can be monetized through Facebook's partner program; currently, it is easier to get a boost there than on YouTube. It provides good reach, but again, it depends on your niche.
I would take a more flexible approach rather than saying video is always the top choice. Reels and short videos often get good reach but images carousels and even text posts can sometimes perform better depending on the audience and content. The best way is to try different formats and see what your own page responds to most.

Create video which hook your audience from the very first second, provide some value to your audience and your audience also engages with your video actively and regularly.
