You can go with reels since it is a very cost effective method in order to gain reach. Alternatively you can also use ads, but these are not free.

What worked best for me was consistently posting high quality Reels, focusing on one clear niche, replying to comments quickly, and sharing into relevant communities, I only used ads after the content was already performing well organically.
 
In the initial stage, you should post regularly to keep your page visible. Additionally, focus on creating consistent content so that Facebook can distribute it to the right target audience.
 
Cross-post to groups related to you niche and invite people that 4eacted to your post to follow your page (use Facebook invite standard function inside Community Options)

Start posting consistently with contents like reels. Should be engaging.
 
To start a new Facebook page, you should post many short videos to get more views and engagement.
 
Reels helped the most for me. They reach people outside your existing audience, while regular posts mostly engage current followers. Consistency matters, but I'd focus on testing different Reel formats and doubling down on the ones that get shares and comments. A small, engaged audience grows faster than a large passive one.
