I would split the effort based on what the data says. Pages already sitting around positions 5-20 usually deserve a refresh first because they have some history and may only need better coverage, updated examples, or stronger internal links. New content still matters for gaps you have never targeted, but, you know, publishing nonstop while older pages decay can waste easy wins. A simple quarterly review of traffic, impressions, and outdated sections keeps both sides moving.
