Which backlinks type should every new website build first?

For a new site, I would focus on relevance over quantity. A few quality backlinks from related websites are usually more valuable than a lot of random links. Start with things like niche-related mentions, guest posts, and useful content that naturally attracts links over time.

I would not choose the backlink type first. I would first make sure the pages I actually want to rank are live, internally linked and indexed. Too many people start buying links before the site is even ready

Accepted above suggestions I wanted you to consider backlinks check of your competitors. You got some basic ideas too about which type of backlinks they are created and ranked on SERP.

The first backlink is the wrong question to start with. RyanCrawls nailed it above: if the pages are not live, indexed and internally linked, any link you buy is pushing on a rope.
Order I actually use: entity and citation links first so Google agrees the site is a real thing, then let the money pages sit in the index for a couple of weeks, then start on the real power links. Point strong links at a page Google has not indexed yet and you are just lighting money on fire, safe or not.

Yeah @RyanCrawls is right about making sure your pages are indexed first. But once you do start building, the biggest mistake is over-optimizing your anchor texts right out of the gate.
If you go straight for niche edits or guest posts with exact match keywords on a fresh domain, you are asking for a quick sandbox. Start with pillow links... basic social profiles, directories, and brand mentions using naked URLs or just your brand name as the anchor. It dilutes the profile so when you actually do the higher power guest posts later, it looks way more natural.

If it's a brand new website, I'd start by building some brand mentions along with publishing quality content. Getting your brand featured on relevant websites early helps establish credibility and creates a more natural backlink profile.
After that, I'd focus on adding editorial backlinks from trusted, niche relevant sites, which gives a new website a much stronger foundation for long term growth.

start with a PR campaign first and some Haro links if possible, then some high quality guest posts is what works these days.
