It seems you dont want to spend much on content. But thats very important to put in the blogs. Since google prefers human written content over AI generated content and you are serious about your business invest in Human content. Rest will follow the cue.
 
u can use ai to draft but dont publish raw output. vpn niche is competitive so thin spun content wont rank.
