How do you know when an SEO strategy is actually working?

For me the first signs are more impressions and more keywords entering the top 20. I also watch crawl activity and whether new pages get indexed faster than before.

Traffic usually comes later but those signals tell me the site is moving in the right direction.
 
for me it's usually impressions first. if those are going up steadily, i don't stress too much about traffic in the beginning

Yes, It is difficult to guess that you're moving in right direction or not. But I usually check clicks & impressions and traffic for my sites if i have observe the improvement then for me it is sign that i am following right strategy.
 
an increase in impressions is the first sign. then come the clicks, and if they spend good time on the page, it is a clear signal you are on the right track.

early sign generally include growth in impresions on google search console, ranking of more keywords between 10 and 20, and quick indexing of new page. trafic will be next, and thus a steady rise in these statistic will be the real sign of suces in SEO.
 
Yeah, usually you see it in your search console or keyword position tool (obviously :D). If you do everything right - your graph will grow steadily
 
User engagement metrics like CTR and time on page ,as they often improve before major ranking gain.

I am much more concerned about the movement of the keyword instead of trafic. When the pages start moving up constantly, even those that were on position 50 or more down to 20 or less position it usually mean that google like what it ses.
 
You will see small signals before big results, impressions start going up pages get indexed faster & ranking slowly move up, also you may notice more clicks on long tail kws first, if these are happening your seo is working
 
Before the ranking starts, what I normally look for are changes in impressions, indexing speed, and keyword movement even if it’s something like 80 40. This means that Google is starting to test your website pages
The other indicators to watch out for are internal pages which are being crawled more and the appearance of long-tail keywords
