Absolutely true, without aged FB account and already registered Business Manager, even better if BM is verified, with various functions activated, like 2nd role, apps, etc and the most important is to have 2 3 clean payments, which gives it the best trust from FB.

For everyone in this thread - question from someone who does other aff marketing and is interesting in dipping into FB - why not just use an agency account?
