You can send DMs when you reach 15 posts. All posts aside from those in Lounge count towards your post count.

Yes its easy enough to get 15 posts to pm someone if you want. There are sections covering pretty much everything internet money related, (i've never not found anything really on the net that doesn't go in the sections on the forum) so unless your interests are different then you won't struggle.
As for pming someone just to buy a service. You can talk to them in their thread. If you don't want to do that, ask yourself, is it really going to get you losing money just cause you had to wait like a 7-15 day period trying to get your posts up? Best of luck.

As advised, post in the sales thread or ask the seller to DM you - you should be able to respond. If you contact a seller using off-forum contact info, make sure to ask them to DM you on BHW and confirm any transaction before proceeding. If you have any further questions, please Contact Support
