Same thing happened to me. Try deactivating any other adsense account you have and registering using a new email. I’ve had this problem for 8 months until I registered using a new email.

Try deleting that adsense account and registring using a new email. I had this problem for 8 fucking months. Got approved in a day i think on the new account. And i think ezoic do need you to have an adsense account. Not sure though. I was able to use it in the past without an adsense account...
