Well.. i partly agree. if u need the stuff later in life, then do it urself, but if u dont, i dont see the reason not to get somebody to do it. i personally considered outsourcing history hmw cus i hate that subject nd dont see the point in it. otherwise u can try fiverr.

Have you read on this forum at all? Sites do get sandboxed for that. Good luck blasting the 50 sites in front of you. Of course they don't get blasted from a 1k blast, but they will if you keep doing it nd u load it with XXX keywords.

It really does not depend on the amount of search per month, but rather on the competition. But the competition then often, not always, depends on the amount of searches. It's impossible to tell from the information you've given.
