Couple of comments: Streamline database if possible, this will improve speed. Bounced emails can be analysed via their bounce code, which will tie in with your method of sorting. A nice to have: a method users can instantly see their external IP reputation. I used to have a script based on this...

I use KumoMTA, drastically outperforms PMTA on lower end spec machines. Double optin emailing for a few customers I get about 50K/hour per IP on a 16GB ram server. Slows down to about 20K/hour if I add more than 8 IP'S, but I think that's my hardware causing a bottleneck.
