It needs changing to Community rather than Public Figure as the management or the actual individual can claim the page.

Unfortunately, vanity URL's can only be changed once. Facebook does not have any method in changing your URL more than once.

I sent mine for verification with 6k likes and got verified, its not about likes or being famous, its about being legit and have the correct source of information for facebook to believe you are who you say you are.

If you have the official document i.e Birth Certificate, Passport or Driving License then yes, otherwise your stuck. Its took me 9 weeks to actually get my page verified and last night it did by using the correct method which is.. ..A professional website, enough evidence that you are that...
