There is a "geo targeting" add-on for the Advanced Ads plugin for WordPress. It is not for free, but comes with full support and Advanced Ads itself is the free ad plugin of choice anyway. You can also google that.
If it is the possibility to display AdSense ads with their responsive version to adapt to the available space automatically or select if the ad should be displayed on mobile or desktop, then the free version of Advanced Ads can do this as well.
