Hetzner is pretty good, in terms of hardware. In terms of support, I don't know, because I remember having a server with them few years ago, and the support is not among the best.

My advice, don't go for cheapest. There are plenty of high quality web hosting providers at reasonable price. For example I used hostgator before, haven't got any problems with them.

Maybe their servers are oversold, and they can't manage the resources anymore.

While creating a new content, does it help if you look at the trending page and upload similar content? Because, maybe many others will do the same thing as well, and that will make it hard to get your content in the top?
