Find the content of your competitors that got most links. Publish on the same topics . If there is a scope, publish improve and updated information. Find sites that links to your competitor content. Find similar sites that have not link to your competitors content. Outreach them.

Backlinks increases the authority. You can buy some link building services to increase the authority. Creating high quality content and reaching out site owners to build links for those content will be the best approach.
