thank you for the answer, i will try it just like this. and my plan is to make it for 5-10 same articles and then changed the structure and some word to be used for another 5-10 articles.

how do you know your article is unique? i use plagiarism checker from smallseotools to check my article is unique or not, and articles i made always unique from that tool even when i'm already use it in my site.

I want to target some local keyword, something like this "[keyword] [target city]". From my research i can rank this even without backlink. Can i use the same article for all the keyword i targetting? the difference from each article is just the target city. Is google going to give me penalty...
