I think they have the system put in to read the CC info, so matching address should not be an issue, just start over with a different email and paypal account if you can. and listing things in a more creative way may also help ;)

I think you have your set time a bit wrong, setting up a blog and putting content good enough for the search engines to recogonize it and slowly building a following may take you longer then 3 months, So you will probably need to invest around a year to see some decent cash flow. alternatevily...

You could try Hawkhost, its based in USa and has one of the best web services and prices I had seen, when I had a blog many many yyears ago I had it with them, the service is also very personal and on time, the owner hangs out at the big webhosting talk forums.

have you tried becoming a guest writer or something like that and then as you build a rep in some known web / new site circles you could offer your "Talent' instead of articles for submitting new content every now and then?
