when u did a bank transfer, there will be mention on the average length of time required to get money into ur account. If after that period the money is still not in ur account, call them up !

use a VPS..... proxies are too dangerous.

there are many providers on BHW who can help u out on Paypal. Just do a search on them !

i am sure if u talk to vendors on BHW, they will be able to tell u if they accept other payment methods like liberty reserve, epassporte etc etc etc.

it is recommended that u update ur account with a new VCC. u never know what paypal can do. There are limitations when u use ur account with an expired card. and if u intend to get a VCC, get a one yr one and not those 3 months that a few established sellers here are offering. No point isn't...

just call Paypal and talk to them nicely on how to get ur account unlimited. if this is a legit account, and u want it back, submit all the documents they ask from u and u will be back to normal :)
