The problem isnt even in VRAM, but more likely in connectivity. To be able to watch videos over RDP you really need high performance low latency connection between your home PC and VPS, which is clearly not the case of OP.

I may advise a Windows VPS. You can connect it via Windows built-in RDP. MSTSC.EXE app on your side. As for compression, 2gb file is very much unlikely gonna shrink down to 1gb, because such large files are usually movies, software distros, etc - already compressed files. Good luck anyway!
