I use WordPress themes: iconic one and academica. The look I feel that an authority should have is a clean minimal design and focus on the content. I opt for 1 or 2 colours on the template at most.

If it has a spammy backlink profile then avoid it. It makes no real difference if it is expiring or expired. And if the domain is indexed in Google then you can host on it.
