Direct attribution can be hard and unreliable. I'd take a look at your media efficiency ratio (Total Revenue/Total Ad Spend) before and after the campaign. If it stayed the same or went up, that's a success.
Check out roadmap sh. They have a roadmap for frontend. Does you cousin want to do it as a job? If so, I'd recommend they choose React as a framework once they've gotten to that point.
You can set up a tracking template with your ads which will include parameters like the search term in the url when someone clicks on the ad. Then, use the google analytics wordpress extension to log those search terms for each visit
For hosting, it will depend on how the site is built. If it's using WordPress then WP Engine or Cloudflare are good. You could use Netlify free tier for hosting also.
If your doing really corporate/soulless memes then the idea part is not hard as it's just ripped off from what's currently trending. Making something people engage with will usually take fresh ideas though.
