I wouldn't use a family members name, i've learned you never know what to expect with ebay and paypal no matter how legit you think the goods are. Not worth risking their credit/information.

My bank account was linked to the account that got banned. If I made one at a new bank, and it would obviously be under my name, would paypal still verify the bank under a different name?

You don't have to pay final value fees till the end of your 30 day period. Once checkout is complete, you'll receive the money in your paypal, and you'll be sent an invoice at the end of the month.

If I understand your question correctly, you mean have I registered my new ebay and paypal yet? No, not yet. I plan on making my first stealth account later today. Just needed some insight on if what I plan on doing will be okay because getting limited once has made me pretty paranoid.
